GB/T 20810-2018, *Toilet Paper (Including Toilet Paper Base Paper)*, is a recommended national standard applicable to toilet paper and its base paper. The standard is administered by the National Technical Committee on Paper Industry of Standardization Administration of China (TC141) and supervised by the China National Light Industry Council.

The standard stipulates that toilet paper base paper may be produced using virgin pulp or recycled pulp and sets specific requirements for parameters such as migratable fluorescent substances. According to the national standard plan issued in July 2025 (Plan No. 20252837-T-607), the standard is currently undergoing revision; the project has a 16-month timeline, and upon completion, the revised version will fully supersede GB/T 20810-2018.
